The Planning, Programming, Budgeting and Execution (PPBE) process is critical to the allocation of resources withing the Department of Defense (DoD). Awareness of the nature and timing of the events in that process are important for program managers, their staffs and other resource professionals since it impacts their ability to provide information that could prove important to program funding and success. Apextech LLC possesses a unique blend of experience with this process at the Departmental and Service level that can be a very significant contributor to that success.
Our past involvement with Navy programs has resulted in a strong working knowledge of the headquarter financial systems, which address budget development and execution functionalities. Those systems include NHS, PRISMS, Auto-doc and STARS, all of which allow for the cradle to grave management of various appropriation life-cycles for large shipbuilding and integration programs. Our experience also includes extensive use and working knowledge of other DoD databases which impact Navy accounting systems and which require necessary reconciliation for proper accounting tracking and audit trails.
Our familiarity with Army resource management processes encompasses building the Program Objective Memorandum (POM), working with MDEPS and the Program Evaluation Group (PEG) process. Also included are working with PROBE, the Program Budget Guidance (PBG), the Army Funding Letter process and the Joint Review Program process that reconciles both current and prior year accounting data. Our familiarity with Stanfins, the Resource Management Tool (RMT) and other Army legacy systems and tools can be useful to Army customers as they convert to the General Fund Enterprise Business System (GFEBS).
